Drivers risk losing their driver’s license
The Minister of Internal Affairs, Cătălin Predoiu, recently discussed on Antena 3 about the controversy related to the use of drug tests in Romania.
He pointed out that Romania has the same testing equipment used by the German police, while mentioning the significant variations in the results in certain counties.
He also noted that legislation is being drafted to provide both citizens and police with accurate information about substances that can cause false positives during traffic tests.
Cătălin Predoiu stated that his ministry uses the standard technology used by all interior ministries in Europe, stating that there is no superior technology. He stated that, at present, the equipment used by the German police is also used.
The minister says that in certain counties there is 100% compatibility between the results obtained with the DrugTest and those communicated by INML, and in others it varies between 80%-90%.
“We work with the technology that any Ministry of the Interior in Europe works with. Other technology is not better. Now they use the ones that the German police also use.
Here is a matter that I have raised before. We have counties where we have 100% compatibility between what the DrugTest shows and what the INML says. There are counties where I have 80%-90%, then why do I have counties where I have 30% with the same device? I am not responsible for INML. The tests are the same, the device is the same. Is the problem with the device at the Ministry of the Interior?

I want to see it in the law as well, but not because I want it, so as not to let the citizen go behind the wheel, because an NGO interpreted me as wanting a law, not to let…no, sir, go. But it is not normal that what is raised pertinently, also by NGOs, also by citizens as a problem that they do not know what medicine to take”, the official explained to Antena 3.
The list of medicines should be clarified
Cătălin Predoiu, the Minister of Internal Affairs, stated that if he takes a medicine, there is a risk that he will not be able to drive. As a result, the Police may stop him or cause an accident.
He emphasized that it is not normal that citizens are not informed about these issues. In addition, the official said that legislation that sets out clear responsibilities is needed.
Predoiu emphasized that, from a technological point of view, the situation is currently being resolved to the maximum extent possible.
Cătălin Predoiu says that the Ministry of the Interior cannot do more, given that the list of police responsibilities does not include knowing the effects of drugs on the ability to drive a vehicle.
According to him, the police officers have the obligation to eliminate traffic hazards, using the available technology.
Last but not least, he also said that it is not excluded that, in the future, the technology in this field will be improved.
“If I take a drug, it might affect my driving. Beyond the issue of being pulled over by the police, I can no longer drive and drive into a fence or worse, drive into another innocent citizen. Isn’t it normal to know, isn’t it normal to be told this? This is why I want to say that someone must take responsibility in a normative act and that act be revised. Otherwise, everyone does what they want.
The situation is resolved from the point of view of the maximum of what the technology can give me at this time. And yes, from the point of view of the Ministry of the Interior, more than that, I have nothing to do, because it is not the duty of the officer on the street to even know which drug gives harmful effects or not while driving.
He has only one obligation, to remove the danger from the traffic, and he does that by using what technology he has at his disposal. If a better technology comes out on the market tomorrow, I will go to the Government and say that we need a better technology”, indicated Cătălin Predoiu, Minister of Internal Affairs, on the TV station.
